Economic Development Must Embrace Comprehensive Green Transformation

On August 11th, the CPC Central Committee and the State Council issued the “Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development.” The Opinions outline a series of objectives, including reaching a scale of approximately RMB 15 trillion for the environmental protection and energy-saving industry by 2030; increasing the consumption share of non-fossil energy to around 25%; reducing the carbon emission intensity per unit of converted turnover for operating transportation tools by approximately 9.5% from 2020 levels; and achieving an annual utilization rate of major solid waste at around 4.5 billion tons.

The Opinions focus on five major areas: fostering a green and low-carbon high-quality development spatial layout, accelerating the green and low-carbon transformation of industrial structures, steadily advancing the green and low-carbon transition of energy sources, promoting the green transformation of transportation, and advancing green transformation in urban and rural construction and development. Furthermore, it emphasizes three key aspects: implementing a comprehensive conservation strategy, fostering green consumer patterns, and leveraging the supporting role of scientific and technological innovation. These efforts aim to accelerate the formation of a spatial layout, industrial structure, production mode, and lifestyle that conserve resources and protect the environment.

In the area of steadily advancing the green and low-carbon transition of energy sources, the Opinions propose to promote the safe, reliable, and orderly substitution of fossil fuels with non-fossil energy sources, continuously optimize the energy mix, and accelerate the planning and construction of a new energy system. Emphasis is placed on vigorously developing non-fossil energy sources and exploiting new energy resources such as biomass energy, geothermal energy, and ocean energy according to local conditions.
